Fangda Group NHI: Pacemaker of Poverty Alleviation by Developing Industries
Autumn in October, the temperature has already reached below zero at nearly 2,000 meters above sea level in Dalban Town, Dongxiang County, Linxia Prefecture, Gansu Province. A heavy snow had just fallen, bleaching the overlapping mountains. At the foot of the mountain, there was a scene of great excitement in the Gansu Jiaxin Steel Structure Co., Ltd. The steel structure manufacturing work of Hebei Huaxi Special Steel Project was being carried out in a tense and orderly way.
By the end of October 2020, the number of people employed in the poverty alleviation workshop of Gansu Jiaxin Steel Structure Co., Ltd founded by NHI has reached 125. By September 2020, the average salary of employees reached 4,077 yuan. The action of NHI explained the way of poverty alleviation by developing industries that contributes to local economic development.
Looking for Poverty Alleviation Projects According to Local Conditions
In order to resolutely respond to the call of the CPC Central Committee, implement the requirements on poverty alleviation through industry of Gansu Provincial Party Committee and Provincial Party Secretary Mr Lin Duo, Fang Da Group performed and promoted the poverty alleviation through the industrial development in Dongxiang Autonomous County, Linxia Prefecture, Gansu Province.
Since May 2019, NHI Poverty Alleviation working team has carried out field surveys in several towns and villages in Dongxiang Autonomous County to learn about the local cultural environment, topography, natural resources, climatic conditions, industrial economy and poverty alleviation workshops etc situation, at the same time, NHI have contacted with relevant government departments of Dongxiang Autonomous County, Linxia Prefecture and Linxia City for many times, and communicated with entrepreneurs in Gansu Province, Heilongjiang Province, Jilin Province and Liaoning Province, Fujian Chamber of Commerce in Gansu Province, Putian Chamber of Commerce and Wenzhou Chamber of Commerce to actively look for cooperative enterprises and poverty alleviation projects that are willing to carry out poverty alleviation work in Dongxiang County by conducting field research and demonstrating over 40 projects. According to the requirements of the Fangda Group, the industrial poverty alleviation projects are not high-tech, and still not high-end, but it should be labor-intensive and cyclical industrial chains, which is short and fast as advocated. Therefore, the NHI Poverty Alleviation working team changed and expanded the thought, marched forward regardless of hardship, headed various cities, counties and townships (towns) for field research and finally found Gansu Jiaxin Steel Structure Co., Ltd in Daban Town.
Pragmatical Direct-delivery Small Steel Structural Parts Project Implemented in the Daban Town
Gansu Jiaxin Steel Structure Co., Ltd covers a total area of 85 acre. In 2013, two production lines were built and put into operation, with an annual production capacity of 20,000 tons of steel structure, mainly for light steel structure of construction, railway, highway and industrial plant inside and around Gansu Province. The enterprise has multi-functional cutting machine, plate shearing machine, bending machine, automatic welding machine and other equipment, the main products included light steel structure, wind power accessories, movable board house, cable bridge, highway light steel structure facilities.
Based on the principle of lower cost, against investment risk, cooperation mode of sustainable operation, after more than two months of negotiations, NHI and Gansu Jiaxin Steel Structure Co., Ltd signed a poverty alleviation project strategic cooperation agreement on August 26, 2019. According to the agreement, NHI shall provide Gansu Jiaxin Steel Structure Co., Ltd with the manufacturing contract of small direct-delivery structural parts at the market price, and Jiaxin Steel Structure Co., Ltd shall be responsible for the training and employment of personnel from Dongxiang County. In order to increase the number of employees in the project, NHI and Gansu Jiaxin Steel Structure Co., Ltd signed a supplementary agreement on the strategic cooperation of poverty alleviation project on July 17, 2020.
There were 10 contracts totaling 803 tons since Sept. 19, 2019 awarded Gansu Jiaxin Steel Structure Co., Ltd by NHI, including Sichuan Shuangjiangkou Dadu River, Aosen Steel, Guizhou Jinxing, Baosteel Zhanjiang Port, Ningxia Haolong, Xinjiang Yihua, Hebei Huaxi Special Steel projects etc., the projects were spread across many provinces in northwest and southwest China. At the same time, in order to improve employees' skills and labor efficiency, NHI arranged technical, process and equipment personnel to be stationed in Jiaxin Steel Structure Co., Ltd for carrying out relevant training for key personnel, technical personnel, CNC machine tool operators, electric welding and other personnel of Gansu Jiaxin Steel Structure Co., Ltd. The improvement of product quality, employee labor skills and labor efficiency were promoted, which laid a foundation for the effective expansion of the company's production capacity. Further, assisted Gansu Jiaxin Steel Structure Co., Ltd. in on-site management, safety management and other work, which helped local enterprises, and promoted enterprise development.
In order to constantly increase the number of people employed in the poverty alleviation project of small direct-delivery steel structural parts, the poverty alleviation working team of the company has repeatedly visited the town of Daban, Dongxiang County and surrounding areas, Linxia County Vocational and Technical School, Dongxiang County Vocational and Technical College, and human resource consulting company to recruit professional technical personnel of structural parts. NHI participated in targeted recruitment activities to help Poverty Alleviation in Gansu Province, conducted recruitment of professional technical personnel of structural parts through network publicity, WeChat and other means; at the same time, performed a good job in the stability of the entry staff and helped the local people from the thought and action .
Verify the Truth: Concentration on Devoting from NHI Poverty-relief Working Staff
In the early stage, the poverty alleviation team was stationed in Dongling Township, Dongxiang county is the highest altitude, living conditions are the most difficult area, its natural conditions, climatic conditions are extremely poor. Under freezing temperatures, poverty-relief staffs wore only three jackets to keep warm and slept each night in a one-meter-wide single bed. Even under such difficult conditions, they still worked until two or three o 'clock after midnight every day. Later, the working team's office and residence were located in a container room in the courtyard of Gansu Jiaxin Steel Structure Co., Ltd, where the container is cold in winter and hot in summer. It is often difficult to sleep at night when the weather is cold. Local water and electricity were often cut off, and the longest time was up to 84 hours. Meanwhile, due to the local area was an ethnic minority area, the daily diet were mostly noodles and steamed buns, and the living and eating habits were different from those of the Han Nationality. However, the most difficult thing is to care about family members. Some poverty alleviation staffs have parents in their 80s or children aged two or three. When family members were ill and hospitalized, the staff of the poor group cannot stay with their relatives. The staff of the poverty alleviation team were well aware that the company was in a critical period of turning a profit, transforming and upgrading, and climbing upward, they also know the truth that "a country comes first, then a family, and then families come first". As a result, some poverty-relief staffs have been working in Dongxiang county for as long as 18 months on the frontline of poverty alleviation.
The year 2020 will be a decisive year for poverty alleviation. During the critical period of poverty alleviation, NHI relied on the small steel structure project of direct-delivery type, helped local enterprises to improve their production and management capabilities, promote sustainable industrial development, increase the number of employment, and stabilize employment.According to the requirements of short and fast poverty alleviation, NHI realized poverty alleviation with the fastest speed, the smallest input and the lowest risk. NHI will ensure the sustainability of poverty alleviation projects, live up to the great trust and expectation of the Party, the State and the Fangda Group, and strive to win the battle against poverty alleviation, contributing to the poverty alleviation and getting rid of poverty at an early date to become well-off for the poor people in Dongxiang County.
